TextWrangler (free on the Mac App Store) Will edit XML as a text file, and do syntax highlighting. Mac Excel doesn't have the same XML support as its Windows counterpart. Your only option is to use File Save As then select Excel 2004 XML Spreadsheet (.xml) from the list of Formats. Files saved in that format will open straight up like any other Excel file format.

- Set a large file threshold for the XML manager. The XML manager is another feature which will parse your entire file on open. You can prevent the XML manager from automatically parsing files larger than a specified size in Advanced » Settings » XML manager. Set the 'Auto parse XML documents less than' value in MB here.

It is unclear what you mean by 'jumbled up,' but XML files are plain text and should open without issue in Text Edit, any other text editor, or Xcode. My guess is that the file looks jumbled because you don't recognize standard XML tags in your files.
There is also a Binary mode, making it possible to edit, add and delete binary data an extremely valuable feature as most binary editors do not allow insertion or deletion.
